Main project results:
At the micro level (level of the NEETs): strengthening the formal and informal competences of the NEETs for integration into the labor market; reduction of the rate of unregistered NEETs and their integration into existing networks through the Employment Service of Slovenia; increasing the share of empowered and socially active NEETs.
At the middle level (level of organizations/institutions): strengthening skills and institutional knowledge at the level of individual professionals in the field of managing NEETs; empowerment and social activation of NEETs (in the form of volunteering, employment or job search); establishing mechanisms to ensure early intervention; development of an awareness campaign based on “peer outreach” of persons and evaluation of the most appropriate campaign.
At the macro level (system level – country): development of a methodology for identifying the basic characteristics and needs of NEETs, which will enable the Employment Service of Slovenia and the Statistical Office of Slovenia to prepare accurate censuses and enable officials to formulate public policies in the area of NEETs; strengthening the knowledge of state officials in the field of NEETs, as an integrated model for the social activation of NEETs has been developed within the project.
Project summary:
The project addresses the issue of NEETs, which has worsened during the Covid-19 epidemic. OECD analyses show that as many as 12.6 million young people were unemployed in May 2020, which represents the largest share of unemployed young people in the last decade. Among them, the share of NEETs increased in particular. In this context, the project addresses the challenges of NEETs in Slovenia, which are: unclear methodology of identification of unregistered NEET persons; almost half of the NEETs have never been in contact with the Employment Service of Slovenia; 90% of unregistered NEETs have never worked; only one out of four unregistered NEETs is actively looking for a job; 65% of unregistered NEETs are inactive and not looking for a job; the largest number of unregistered persons is represented by older young people who have no work experience and have a lower level of education. In this context, the main goal of the project is empowerment and social activation of NEETs, whereby the project contributes both to the establishment of support services for NEETs and to an improved education and social environment aimed at supporting disadvantaged groups. The project strives for the empowerment and social activation of NEETs, strengthens the existing mentoring schemes and skills of the Employment Service of Slovenia and the National Youth Council of Slovenia in their work with NEETs, and on a systemic level acts as an example of good practice in reaching NEETs and their integration in the labor market.
